No. Because of few reasons such as:
When the user has blocked someone, deactivated, or deleted his account. It may also happen that Instagram has banned that user because of violating any policies of Instagram. The change username can also be a cause for this error. If it happened then there's no way to restore username. You can create a new account with the same email address you used before.
If a user is banned for bad activity, their username does not go back into the pool of available names.

No, they keep it in the account they banned, maybe can be released but that could happen in several years but that is an assumption when they start running out of available users but that never happen but it will be wort to always keep trying if it gets avaialble at some point.
