is it possible to achieve pr3 without backlinks?

I have noticed some pages are garbage but have PR3.
They have like one line of text and no backlinks.
I really think PR3 is a matter of age and doesn't require backlinks or content. Is that right?

I can confirm that you CAN get PR3 with 0 backlinks, because I recently hit PR3 (with the recent PR update) on a site with just decent content on it.
