No one willing to buy negative ratings for their own app. they buy it for their opponent. So I think it is not allowed.

How about focusing on marketing your own app and beating your competition fairly vs sabotaging another person who trying to succeed just like you?

I disagree with doing such a thing because it is unethical. If you want to beat your competitor do it fair and square.
