This practice is known as parasite SEO or parasitic SEO, and yes, it's considered a black-hat tactic.
To implement this, you'd typically find a high-authority website that allows user-generated content, like a blog or forum. You would then create a post on that platform that includes your keywords and a link back to your money site.
The goal is to leverage the host site's authority to rank quickly. Hiding the content isn't necessary; the point is to publish it on the "parasite" site. However, be aware that many platforms and search engines are actively working against this, and it can lead to penalties

The reason I am asking is that on one of my sites, I have a section with posts that are ranking but are somewhat "lightweight" and not particularly useful to have visible to the public (it's a small HOA site). What I did was create a category specifically for those posts, then added a link to the pillar page, not on the top menu, but on the footer menu, and kept my links to those posts discreet. So technically it is not cloaked, but in practice it is in "the basement".

If you are adding content to expired URLs and trying to hide it, that crosses into parasiting which Google does not like. The safer route is to rebuild those expired domains into proper supporting sites and link them naturally. Trying to cloak or hide pages is what usually leads to penalties.

If you want to use expired URLs, don’t hide the blog page it looks like cloaking and risks penalties. Instead, rebuild the URL with fresh, relevant content and keep it lightly linked in your structure. That way, Google sees value, and you still gain keyword/landing benefits without redirects.
what I am trying to do is, lets say i have a restaurant page and it has authority and google trusts it, can i use that and add lets say a casino blog page to that will rank high for those key words

What you describe sound more like using expired urls for content, not pure parasiting.
If you add blog + landing page under same domain, its fine, just make sure content good.
Keeping it “hidden” from Google is risky, cloaking can get penalized fast.
Better just rebuild the expired url with quality content, link it in natural way.
Redirect not needed if u keep structure clean.
