You should first allow indexing and then build backlinks. You should also go slow with link building by building foundation links first and then moving to PBNs, guest posts, PR, etc.

Don’t build backlinks before your site is indexable and crawlable. Prioritize technical setup and content quality first. Backlinks are a multiplier. But only if there’s something worth multiplying.
