Not necessary, if you are running offshore VPS you don't need proxies.
You are in every case traceable.

Are you trying do anything illegal? Even if you use proxies you can be traced easily by the FBI.

It depends... anybody can always contact your VPS and force them to reveal where you're connecting from.
