If you search for the Hit Man book, you will see that it was indeed used by a person as a guide to commit multiple murders. A US appellate court held that free speech did not protect the author/publisher for being sued (civilly or rather for $$) for aiding and abetting. After the appellate decision the case settled before any determination could be made with regard to whether the author/publisher aided and abetted. Likewise it is well settled in tax law that avoiding taxes is perfectly permissible like the first comment in the thread mentions; tax evasion is crossing the line. Conspiracy at common law (in the US) typically requires that two parties agree to commit a crime, I would venture to argue that simply releasing information does not meet this test; that does not however mean that you can't/won't be charged with a crime, which can be problematic because of the cost to hire legal representation.
