Check the backlink profile first with ahrefs or any tools, if it's spammy, then there's no point to buy it.

Check whether the backlinks are good enough to process your domain get rank, If it got Bad Backlinks like spammy Backlinks such as paid links, Reciprocal links, site wide links, Links from low quality, Overuse of keyboard. These will always affect the ranking.

hmmm, well it depends more on its back links - TF is too low comparing with CF (which is not usually recommmended) but it still has better Moz Metrics. Total number of back links are good and coming out of 1000+ RDs. and may I know what niche you are going to use this domain for?

What does make me hesitate, however, is that its trust flow might be an issue.
You might want to look at the backlinks of this domain and do a very thorough deep dive.
If there are enough spammy links there, you might have serious issues.
This is especially true if you're thinking of using this domain as a part of your private blog network.
Other that that, it seems pretty legit without a qualitative analysis.
