Is it better to use <b> or <strong>

The only constant in SEO is that Matt Cutts will lie to you.
Haha yeah, I guess I wouldn't put it past google to mislead those trying to get on top of their game. Would he really lie about something as small as <b> vs <strong>? He could, it just doesn't seem like that much of a big deal.
Anyways, if the OP really cares, he could split test.

Can you explain how you can split test <b> vs <strong> ? How could you even measure one against the others when there are 1,000 more important variables in ranking? If you had a clue in web usability, you would stick to what is becoming the standard and what will work in the future, which is the <strong> tag. You are just another example of someone speaking out of his ass.

I agree, one can't split test this with any sort of reliability. It isn't enough of a big deal in ranking, which is why I was saying that it makes no sense for Matt Cutts to lie about it. I should have added that the split testing would probably go nowhere, but I thought that was implied when I said that this issue just isn't a big deal for ranking. No reason to make personal attacks here, just trying to contribute value to this discussion.
In regards to usability, that is a good point and probably a more valuable thing to think about instead of the ranking value of that html.

Yeah, you're right. I went over board. I'm just very upset when people speak without knowledge of what they're saying.

There are many books out there which I recommend about web usability and what will work in the future. Try reading useit by Jakob Nielsen, definitely an amazing read.
