what's better to do first for my new site - bookmark or blast?

I would not advice to blast a new site. So I would go for bookmarking, but no reason to limit yourself to those options. Make sure you get a lot of different links and let your site settle before you use SB.

I do a very small blast on my sites to get them indexed within a day. From there I check how they are doing with ranking and start the link building process from there.

SB blasting a new site is risky like chris said but I never had a problem with small blasts.

Get some quality links built first, build credibility.
