Is there a section where I can pay people to review an amazon product (pay people for reviews)? I can't find it.

Find some guy on fiverr that does any computer related gig and message him to offer the job if freelancing here doesn't work.

Buying Amazon reviews is fine, you need to post in the correct section first.

Yes, The section is "Hire a Freelancer". you will find it costly to get it done from here. Your best bet is to search for it on fiverr.
