If you are doing SEO for the Japanese market - yes. If for other markets - not sure

I would pass - SS 12% is not simply acceptable.

Agreed, lot of Japanese domain to it, make it ideal for Japan local.

But SS can be lowered by giving it more quality backlinks right? For example my domain had 50% SS but now it's 6%

Not sure about you, but I always prefer to be on the safe side. Besides you can find many more better ones on GD Auction.

Spam Score is metric which does not has any connection with Google.
I never even check this metric - looking in overall backlinks profile.

Not bad domain. can consider to buy also don't rely on spam score completely it is third party metrics which gives basic idea about any domain you need to dig deep to other factors to.

I think its not a good site because it traffic is low and spam score is high maximum spam score will be 5 acceptable

I think it is a good site, but spam is high.
