Instagram is a lot stricter than it used to be, so that's pretty normal these days. I've had much better luck keeping everything consistent (same profile + same IP) instead of constantly changing setups. I use Gologin for that, but even then you should expect phone or selfie checks sometimes.

You should get accounts if you are unable to create it.
