Where should I post backlink articles? I have spent a lot of money to have technicians post many articles, but there has been no effect.

of course they're useful, how else are you going to rank / keep your rankings without them? But you gotta get only quality ones (which tend to cost a ton of money), and use them strategically instead of just blasting 20 guest posts to the same URL with the same anchor text like most newbies do (myself included when I was a wee little kid and didn't know squat about SEO)

the number varies based on:
- the keywords / topics you target
- your domain's backlinking profile and history
- your personal goals for your page / website (rank certain keywords, build authority to other pages, get referral traffic, etc)
- the authority of the links in the guest posts, as well as how much google trusts that domain
- etc...
I genuinely can't answer this without knowing your situation in detail, and even then I would probably ballpark it.
But what I can say is that if your site is new and has no backlinks yet you should take it slowly and focus on quality above anything else.
When I say "take it slowly" I mean get like 5-20 guest posts a month (depending on the toughness of the competition)... although 20 might be too many in the beginning. But you can get 5-10 a month, or 1-3 a week, I think you'll be safe with these numbers.
And when I say "focus on quality" I mean that you should focus on relevancy and traffic instead of authority. If you want to boost up the authority (DR / DA) of your site you can use PBN links as they're more powerful initially, but if you want quality and trust (which you should since your site is fresh and google doesn't trust it yet) then definitely go for guest posts! Better yet, go for editorial links or brand mentions if you can do it without google catching you. Editorials and mentions are the new SEO fad, so you're going to get more value out of these.
as many as you need to rank and maintain the rankings. Just keep getting them until you rank where you want to (on google page 1, in top 3 or top 5, at #1, etc) and then you'll know how many you need

A guest post on a high traffic relevant site still works because it is not mainly reliant on white hat SEO. The popularity of the page, the reputation and top brand nature of the site, it's viral aspect, etc, impact the effectiveness in ways that goes beyond the rank building element of the link.

Backlinks are now more relevant than ever. While google is constantly trying to find alternatives, there is nothing more significant than backlinks for authority. Google is ranking multiple pages of some sites with related keywords, just because of their authority. But you should have strong on-page signals to rank.
