It can be, but avoid having a "Guest Post" designation on your post and don't use author bios.
 
Guest posting in the sites with high traffic can help in getting quality backlinks, traffic and reach for your site.

Just ignore the no traffic sites/blogs.

I would say always prefer to have sites that are having more visits so that traffic will automatically drive to your sites when you guest post. The link-building strategy is very popular nowadays as it gives results in a faster manner. I also find guest posting sites that have huge traffic and good DA and PA etc.

Finding top guest sites manually is quite a boring task so I prefer the tool Postifluence. It really helps me out and also it provides bloggers' contact information so that we can build good relationships with them.
 
don't take any link for your money site from those sites.
I saw their IP addresses are the same.
Google will easily understand that you are trying to manipulate.
 
Guest post on real sites are very valuable in the long term. I just managed to move a site from page 10 to position number 4 of the first page in 7 months with just 12 high quality guest posts.

Guest posts do not help to drive traffic to your website. It helps to increase your website authority. So it's not so necessary.
 
My 2 pence. No, mainly because they have multiple sites hosted in one place. DA/PA is just metrics.
 
Only DA PA is not the only thing that you must consider. DA DR can be increased by using fake methods. There are alot more things included like, Organic traffic, Backlinks profile, Relevancy, and OBL etc
 
Perhaps some little outcome will bring, yet overall it is a misuse of cash and time. Incommensurable cost benefit proportion.
