Is google punishing me?

I use to promote gambling few years ago with adwords ,Google didnt allow promote those site and banned my account and i keep open another accounts until they banned them all, this thing goes about a year and i know they manage to link few account to my main account (that have been banned too).
For the last few years i leave the gambling area and try to focus on white areas and start building white hat sites and manage on seo and not black hat, but i notice that i need to use extra energy to rank well then my competition.
Can it be that google is still punish me for that gambling issue on my serp?
I even open new adsense account but after a week got this mail from G:
"Hello,

Due to issues with other accounts you created at Google, we are unable to
accept you into the AdSense program.

We have certain policies in place that we believe will help ensure the
effectiveness of the AdSense program for our publishers as well as for our
advertisers.

Please note that we may not be able to respond to inquiries regarding the

So what do u guys think can it be that they punish my white hat sites?
Im asking this because im in a middle of big white hat projects and i dont want to get fucked on my serp?

Never happened to me but, opening a new white hat account and keeping it away from all your black hat stuff is the answer for sure.

Its hard to keep the new account from the black hat because im using same box so on long term i maybe login to the 2 account without deleting cookies or flash cookies and they link the accounts

install a virtual machine , and use everything from there best way lol ...

that sounds not good to me, is this practice definitely sure? I also don't clear my cookies after every session and i'am using some different accounts - some with white and some with blackhat....

I clear my cookies everytime my browser closes...

Use the contact form after you get your disapprove notice. I then called the number that they gave and explained the changes I made on my site and got approved.

I think they have few levels of bad account and using,and my account is on the higher level so every single thing raise red flag.
I know of pepole that have few accounts for black and white hat and just clear cookies or even dont do that and dont have problem,I usually clear cookies and change ip and even after i do it if i open new account they blocked it in 1 or 2 days, they link my account because im using same pc,I think they create uid from details like my browser and install add ons and etc so when i connect to gmail/google or other service they link it to my bad account.
Now im looking for tool to check analytic not from my pc is there any web solution for that?

You could use a vps and use everything from there.
