Is google foreign language-smart?

I am interested in establishing a niche site for a foreign country. The competition is basically non-existant and i am fairly confident i could dominate the niche. Because the standard is so low, i could make google fall in love with my content.

But my questions i, how effective is google ranking for foreign languages? It's not a mainstream language(less than 4M population).

Should that be a problem, or is google foreign language smart?
 
Don't understand what you mean, but I would say Google is pretty smart ;)

Depends on what language. The more commonly used languages are just as good as English. German, Japanese, Swedish.. But try using Google in an obscure language. I can't even think of one, but like one that only 1 million people or so speak. It's like using Bing
 
In overall, ranking factors are the same, some updates may be different.
It is easy to check local SERPS by using VPN, It seems you already made some researches...
Competition is lower, so go ahead and try!
 
In the end has nothing to do with google, as gdgtzz said, if you target a language spoken by 1 million, even if you nail it your limit it is indeed 1 million.
 
If the niche is profitable, and as you say you think you could dominate it, then go for it. Foreign SERPs can be easier or harder, depending on the niche. A lot of foreign niches are almost pure black hat.

Get the technical stuff perfect, basic on-page (metas, url, H1, H2, etc.) and see how competitors do off-page. But in general, it's a lot more forgiving and you can be more aggressive. Regarding the content, Google can't read that shit anyway (if someone has good tests to prove this wrong, please, share :)), so focus on mentioning important words in the content and on the conversion rates.
