I will never trust Google on adsense, adwords CPC clicks, they must have manipulated sth we don't know by very complicated math algo.

Yes, and it always amazing to see how they fuck up their own search engine algorithm and at the same time want to "optimize" ads for people.

Well you have to optimize your ads account. We can not blame Google. I have seen as far as 1000+ usd per click. About your budget question yes Google incentivizes major spending. You should optimize your ads account according to the goals you have
