Bullying? This "bullying" is the purpose of captchas. They're in place to filter bots, bots usually use bad ips, commercial VPN services usually have bad ips abused by many, yes, even paid ones.

Why webmasters use recaptcha? Probably because it's the most well-known and as you experienced it, it's doing its job well.

If you use clean ips, solving recaptcha shouldn't be an issue.
