Is Google Agency Dashboard different from GBP manager access?

I have a GBP that I use for my business and managing a client (I have manager access). In the Business Profile Manager interface I see a Businesses tab on the left where I can access and edit both. Is this different somehow from the Google Agency Dashboard? Or do I need to set up a Dashboard too? If so, can I use the same Gmail account?
