That’s not true. Let’s put it like this. You owe 50-500$ to Google, do you seriously think a TRILLION $ company will bother writing a manually written letter to you and in case you don’t answer, end up actually going to a collection agency?
The way their threshold system works is exactly how they want it to work. Sure they lose some money when people take advantage of their threshold system but they don’t care. I won’t go into detail how I know this but it’s true. Whether you want to believe it or not, that is up to you.
Exactly, whoever does accs in bulk knows how much google has automated their things. Reviews automated and even appeals r automated. Google knows in less than millisecond if u look legit or not but they just play with us with those time delays. If u monitor whats happening on your accounts u can know in +-1 minute what result u get cause google sends info in exact time interval.

The amount they would spend on lawsuit would be 10x

I have never heard of Google going after someone for smaller amounts. Automated mails are random and common.

Misusing the threshold feature is not illegal but you're using fake credentials which can come under identity theft. Google is not going to pursue you for that amount, but people who are running the same domain again and again thinking google doesn't know, remember google is all about data. Your domain will get nuked sooner rather than later and then you'll never be able to buy legit ads on google for that domain again.
