Personally I think it depends on the forum and where you are getting the links from, but usually they are no-follow anyways? Also too many links from one source is never good, make sure to spread out your sources!

Forum link building is still safe. Focus on the quality of the specific link. Do not send it to your money site. Maybe send it to your tier 3's or even your tier 2's if you're feeling ballsy. Hope this helps you.

It's still safe but not nearly as beneficial as it used to be..
Forums aren't that big either, it only really counts if you get a backlink from a nice PR site with a REAL community not the shitty botted 1s that the Viagra sellers clog up after 2 days of launching it.. Blog commenting (manually) is better than forum profiles..

One more thing can you tell me how to set up projects in Xrumer and how to get higher success rate. I used to post on already working list of forums but I got only 30 in 1000 urls. BTW thanks for advice...
