is foreign languages content with backlinks from english websites safe?

so, i'm totally new to the seo world but i read a lot, so i want to start my own journey, but since the engligh keywords are extremely competitifs for most of the niches and my english is too poor compared to my french, i thought i'd start some hot niche websites (i checked the competition for a lot of hot niches and i can tell you there is a lot of potentiel) but here is my question, if i want to rank a french content website (probably on a c-o-m domain), do i need to build backlinks only on french niche related websites? or can i do it on english websites too? and how can that affect my ranking ? could that make google flag my website as if it has unatural spammy link building? or is it totally safe?

Of course it is safe, but you better have more links in your language, than foreign, when looking at your whole backlink profile.
