No they don't as far as I know. These people probably are using cloackers for their ads.

Honestly I dont use cloaking for meta stronger accounts high spend does it. cloaker only for google
I do not use cloaking for meta, it is possible to run ads on meta without cloaking there are two methods that I do
a. adspower but this take time to scale as the accounts are new ( this is our back up strategy for most of clients)
b. so we use our agency's old high spending account which has slim chances of getting rejection

they did not lift the ban it will allow you to some extent which depends upon your meta accounts new account will hardly spend any budget on initial weeks and they get rejected after few days. yes it depend on the geo and LP

Your flag ad is one of the ads that violates Facebook's policies, but I think they used tricks to bypass Facebook's censorship.

Of course not. But you can use cloaking techniques to run ads! and nowadays people still run a lot of gambling ads!

Im simple word yes now Meta accept gambling ads , but with strict guidelines and restrictions.
Gambling ads are only allowed in countries where online gambling is legal

No they didn't accept gambling ads, I guess it was a system error report it and they will stop that too.

Facebook has banned advertising about gambling, everything seems easier now but you still have to be careful about the image and quality of your account + content and especially you can hide the link with a ladipage .
