Tax saving is the main reason.

I have heard of very few people who have enjoyed Dubai long term. I personally have absolutely no interest in even visiting and everything there seems to be a flashy antithesis of the things I enjoy. I prefer nature over concrete. I prefer practical over flashy. I prefer steel over gold. And I prefer freedom over theocracy.

There are much better places to live and much better places to do business.

There are other tax havens in the world
