Is domains penalized?

I bought some domains for my PBN, and I was able to get many of them indexed.

A few of them(3) I built links to, but was unable to get them indexed and it's been a week or so now.

I checked the domains prior to registering many of them had around 100 links and 30 referring domains, I don't believe thy were spammed. Also no chinese/pharma anchors etc

Does this mean they are penalized if they are unable to get indexed after 1 week or so now?(8 of the other domains indexed fine with no problems after building some links to them, and took around 1 day to index)

If you have put content on them and they won't index, then yes it is likely that Google has penalized them.
