Is copying other website layout is ILLEGAL?

Was told from my teacher years ago, that if you download a image, and you alter that image ,legally you can not get done, via copyrights?

when i say alter the image, i mean add, like using certon pieces to make one whole image.

let say i downloaded 3 dogs, and i put the head, and the body, and legs, all on one dog random ,know that becomes my image, is that correct or not?
or legally can not get in trouble copyright.

i was also told, if you do download a image, and you alter the image, let say add glasses, and new ears, and a big foot, to the image, it know becomes yours as a new image?

According to your "theory" I could download images from shutter stock, use photoshop to erase the watermarks, add a mustache , then reupload for profit and not get in trouble. In theory it is a new image. In reality, it is an edited stolen image which is still THEFT!

Did you get this legal advice by watching south park when cartman drew a dingdong on the redsox logo and claimed it as his own? Because that is not how the real world works.

When the degree of manipulation produces a result which is not recognizable by its first creator as being of their creation. Same thing with music / audio, IMHO. Discuss.
