Both are important, but if I had to rank them, content quality comes first. Content publishing frequency helps you maintain a steady presence in your audience's view. Additionally, I believe content diversity is crucial—meaning you shouldn't just post the same type of content.

is better. We're posting consistently at 9 am daily on the pages, but if the quality is not too good, nothing impressive, the engagement is really bad. Only quality posts have high reach and engagement

If content quality is bad, the user engagement quickly drops. If you rarely post, people will forget you. So, it's better to have a balance between them. If your niche demands freshness like news or updates, then publish content as soon as possible even if the quality is not great. If your niche demands quality like product reviews or data analysis, then take some time and write the best possible content.

You should also work on quality to engage people and get high reach. Just consistency didn't matter to get reach and attract people. Make your content excellent also so that more people stick around it. This can increase engagement and give you good reach. If your content quality is awesome people also share it or suggest it to others. So in my opinion you have to work on content quality as well with the consistency to succeed.

In my opinion, content quality is always more important than consistency. If viewers find the content good, then they will pay attention to the uploader's consistency. Nobody wants to watch something uninteresting.
