Is cloaking still effective for SEO? Also, potentially hiring

Hi there everyone!

Sorry if this question has been answered before, but I was wondering if IP cloaking is still effective an effective way to spam the serps? If not on Google is it still effective on Bing?

Also, if there is anyone on here that is doing this and or having success in any way with cloaking would you be willing to have a chat and help me further grasp it? I am willing to compensate you for your time and/or assistance in any project opportunities.

Its just about how to take things to the next level cloaking is still working and people are making money out of it its all about how u use it.

It's a black art. Nobody's teaching. Answer is yes though.

Cloaking is still active on the search engine. It's a black hat technique which is not allowed by Google.
