is cloaking a violation of google webmaster's rules??

Content meant for search engine is only promoted in cloaking while Google says the content to be human centric

Cloaking means that the human visitors are forwarded secretly (by your server) to the pages for human visitors and bots (ie Google bot, Bing Bot etc) are forwarded secretly (by your server) to the pages for Bots.
If you set cloaking in your server and if you get caught by Google, you can be sure that your website will be banned from Internet, seriously.
