in UK if you live in cities, say London, Manchester etc, then i'd say is a complete luxury, we have amazing public transport system, you get out into the country side, you'll be lucky to get a bus. In USA you definitely need a car, so more of a necessity there.

Uber is a rip off, if I wanted to go to the nearest airport it would cost me $58 with uberx, however it would only cost like $2.40 in a car, and in the car I would be able to write off or reimburse myself $29.

It's a necessity if your job requires you to IMPRESS potential clients - ie., real estate agent, attorney, investment banker, etc
