Looks decent to me. His last network did get de-indexed but still he knows what he's doing and these sites look good. If I had the cash I would do it for sure, it's a time saver

This is legit, in a way I been doing this since 2004, 2005. Owning your own networks is the best you can do. This is no secret, just lazy people. It cost money but it's profitable. I lost a lot when my links farms where hit, but it's been adjusted since and with every update some networks suffers some others don't. Does that do not suffer gets tweaked for the next rounds.
Now if you really look at it with $200 you can buy a few hosting accounts for 1 year and various domains and develop them. Again it cost time and money but at the end the ROI is amazing.

Any advice for us who are willing to put in the work but are struggling to get all the pieces together?
Is it correct that you need a unique c-class (whatever that is) for each domain?
I'd really appreciate if you'd be willing to elaborate a bit more about how you spend the 200 bucks...

It's possible do what he's offering for way cheaper, including buying the domains, cheap hosting (with different IPs), cheap content creation, etc. Yes it definitely works, I feel that private blog networks are the only way to go IMO. He is just charging a lot to outsource the work and pocket the rest (which is what any smart business person does), but if you set up your own system you can save money and build a bigger network than what he's offering... You just have to set up the system to make it scalable so you don't get bogged down building each site.

Remember his networks have been deindexed many times.
This network isn't cheap and really isn't all that high quality.
Why risk it when you can find powerful networks that aren't hammered to death by every internet marketing email list and on Google's radar the second it goes live?
Look below the service on BHW for services that offer high pagerank links (homepages not blog networks) and don't get killed in weeks because they wanted 10,000 users.

The difference is he is (supposedly) creating a private blog network for each individual, not creating a huge network where anyone (google employees) can register and hunt down the domains that make up the network. Apparently you get full access rights to each site created, so it'd be pretty easy to see if he tried putting multiple people on your network.
I agree though, it isn't cheap. Quality can only be discovered by people that use the service.
But the best approach is to just build your own network for cheaper than what he's charging.
