You need strong content on your website to decrease the bounce rate of your site, bounce rate determines how many people visit your website and how much time they stay. Once the bounce rate is under control, then your site will rank well in search engine results.

Bounce rate, dwell time, and site penetration play a big role

The first 2 are already documented

I suspect that Google factors in site depth penetration (ie., how many pages do you click through once you're in a site) to determine quality. This is easier to track and detect than you think.

No, bounce rate is not a Google ranking factor. Bounce rate is just one metric - Google has repeatedly said it doesn't directly affect Google rankings.
