yes that is real even we have few bm2500 accounts which we used to run large budgets.

Upgrading from a small BM to a BM2500 is extremely difficult. I once had a friend who owned a BM2500, but when he tried to create an account, everything was disabled.
 
The ad account limit is an output. Verification plus clean spend history raises it. There's no upgrade you install on your own BM. Which means anyone selling you a BM2500 is selling a seat in someone else's asset. You don't own it, you can't move it, and when it gets restricted every account inside does too. At your size the account limit isn't your constraint anyway.
