is blog commenting on google blogspote count as spam ?

i want to know if i comment on google blogspot websites, google count it spam or not. bcoz these comments are no-follows backlinks.
so, i want to confirm this type of blog commenting is harmful or not ?

Write a 5 line comment where your anchor and link make sense.
Instead of a random comment saying that you like the guys blog post and pasting your link on your name or in the comment.

First option will be better and not harmful. (If you don't overdo it)

The comment should be relevant and add value to the user (don't spam it) so it will not be harmful.
