Is Bitrue referral program scam ?

I have 38 referrals and 0 earnings. I think it's not possible that none of 38 people haven't started to trade. As you can see in the bottom of screenshot, best affiliates earn money from 0 referrals. It looks like scam to me. My traffic is high quality, from crypto twitter.
Does anybody here make money on bitrue referral program ?
