If that articles directory has a high domain authority, and if you write a good quality content and build some quality backlinks (doing on/off-page SEO for this article page), I think this still working if you do it gradually and continually.
But you should be aware that this strategy is only one ranking factor, and you need to work on other factors like getting good social signals and building backlinks from different sources (blogs, forums, video sites ...)

It definitely is. But think quality over quantity. Don't even think of submitting an article to 150 directories

It's not like it once was, where everyone was submitting articles to Ezine and Articlesbase going crazy and just watching the traffic pour in.

If the article is 100% unique and of super high quality, what about trying to rank it with Blogspot?

Most people who make backlinks from article directories use spinned articles, if you are planning to write a HQ article then you will be much better off posting it on your site than on an article directory which has been spammed for years...

Yes, it has its value. You just to have quality and interesting content and don't spam it.

If you have your own brand of product or service that you wish to popularize/advertise the best technique is to write a good article and publish it on your own website and also submit the articles to such exclusive article websites that are visited by a large number of visitors.
