I recently encountered a problem like this:
My ad account has a spending threshold of about $500. But when I turned off the old ad campaign and created a new ad campaign, while waiting for the new ad campaign to be active, the ad account threshold dropped to $2. Anyone here encountered this case? While Facebook still kept my $500 threshold. And when the threshold dropped to $2, the amount withheld was not refunded.

I also lost the threshold, FB does not support to resolve. My money is also suspended. Hope to receive answers from everyone

A low spending threshold after a pause or change in campaign is often a result of the system reassessing the creditworthiness of your account. Even if you previously had a high threshold, a lack of consistent spending or unusual behavior (such as turning off all campaigns and creating new ones) can cause the system to automatically put your account under monitoring. Holding back a portion of your funds is also part of a risk management mechanism, usually to ensure payment before allowing more spending. If you want to regain your old threshold, you need to maintain a steady spending, limit sudden changes, and avoid long periods of inactivity.

Holding back a portion of the funds is part of a system to reassess the account’s trust level and manage risk. It’s typically done to ensure payment before allowing additional spending. If you want to restore your previous spending limit, avoid making sudden changes to your payment method and maintain a stable spending pattern.

Yes, we've seen that happen occasionally- especially when campaigns are paused or there's a change in activity pattern. Sometimes Meta's system treats it as a "reset" and assigns a lower trust level temporarily.

Yeah, been seeing that a lot lately. Some accounts suddenly lose their threshold—even well-aged ones.
Could be due to inconsistent spend patterns, billing flags, or login anomalies.
Once it drops, it’s hard to bring it back up without steady, clean activity over time.
Best bet is to keep usage stable, pay on time, and avoid aggressive changes.
If it's gone, consider rotating in fresh setups instead of forcing recovery.

Yes, it happens when FB’s risk system flags the account. The $2 threshold is temporary—keep spending small, pay quickly, and it may increase again over time.

The account is re-evaluated by Facebook's AI system for trust score, especially after the campaign is turned off and there is no new spending history.
Facebook will sometimes reset the spending threshold to "re-check the ability to pay", especially when:
There is an unusual change in ad running behavior
Change IP, device or browser login
There is a complaint about a previous payment or a suspicious payment card
The reason why the money is withheld and not refunded immediately is because Facebook will process that amount as a "pending balance", waiting for re-verification before disbursing/refunding if there is a system error.

While waiting for processing, if you need to run urgently:
→ Rent an advertising account from a reputable unit to avoid campaign interruption

It doesn't matter, it will still refund you in full. As for the threshold reduction issue, I think 1 is that you have failed to pay many times, 2 is that you have added a new payment method.

This usually isn’t a bug, but a risk-prevention mechanism. Facebook's system sometimes reacts aggressively to changes or pauses in campaigns.

Yes, this can be a frustrating issue, and it's not uncommon for advertisers to encounter problems with Facebook’s ad account spending thresholds. Here's what might be happening and how to address it:
1. Facebook’s Ad Account System:
Facebook sometimes adjusts ad account thresholds based on campaign performance, account activity, or spending history. When creating a new campaign, Facebook may temporarily lower your threshold while it's being reviewed.
Solution: Wait for a few days after creating the new campaign, as Facebook often reverts thresholds back to their normal levels after some time or successful campaign activity.
2. Threshold Changes During Campaign Transition:
If your old campaign was paused or stopped, Facebook might lower the threshold temporarily until it evaluates the new campaign's performance.
Solution: Continue running ads with the new campaign to show Facebook that you're actively spending. This should help increase your threshold back to its original level.
3. Unrefunded Withholdings:
The $2 withheld likely relates to a payment processing hold rather than a refund for the original $500 threshold. Facebook may not refund the withheld amount immediately if it’s a temporary authorization hold.
Solution: Contact Facebook Support to explain the situation and request clarification or assistance with the withheld funds.
4. Account Verification:
In some cases, thresholds can drop due to issues with account verification or billing problems.
Solution: Double-check that your payment method is valid and that your account is in good standing. Ensure there are no outstanding issues or notifications in your Facebook Ads Manager.
5. Ad Spend History:
If you’ve had issues with unpaid bills or account suspensions in the past, Facebook may lower your threshold as a precaution.
Solution: Ensure all previous payments are cleared, and Facebook sees a history of good standing with payments.
What to Do:
Wait for a few days: Facebook may restore the threshold after reviewing the new campaign’s performance.
Contact Facebook Support: If the threshold does not return to normal or the funds are not refunded, reach out to Facebook Ads support for clarification.
This issue is typically temporary, but reaching out to Facebook Support will provide more specific insight into why it happened and how to resolve it.

Yes, we’ve seen similar behavior. When campaigns are paused or there's a gap in activity, sometimes Meta’s system lowers the threshold temporarily - even if the old one is still visible

Yes, that's a known issue with Meta's advertising system. When campaigns are paused or there's a gap in activity, the system may temporarily lower the spending threshold, even if the old threshold is still visible. This can happen because Meta's algorithm is evaluating account activity, and when there's inactivity, it can assume the account is less reliable for spending.

Strange, usually when the threshold is reduced, you will be refunded the amount of the withheld threshold immediately after, you can contact the bank directly to ask them to check again

You can cancel the payment method to get it back immediately or change to another payment method. Or contact the bank to check.

facebook has been weird lately
my accounts are still working fine but the thresholds of the accounts automatically drop without any errors

your spending threshold suddenly drops because FB's security system flagged the account as risky when you created a new campaign, this is a very bad sign the account will almost be unable to spend anymore

Usually it’s best to monitor for a few days and, if unresolved, reach out to support for clarification.
