my question is that if I published an article of client website to a vender website can I index article of that client while I published it from a vender site
 
Depends, on what article are we talking about...

From some old free webs like Blogger, Strikingly, or .com .net .info, etc?

Also, the most important factor is article good enough.

With this new Google update, it's all about that.

It is totally fine to put that article on your client's website, even if it was first on the vendor's site!
 
Make sure that they don't have any noindex tags. You can promote them on social media, build some backlinks, and if needed you can use indexing services.

Of course! Just tier some links to it or send an indexing service to work it's magic on the url. The web is not that restricted (yet).
