For churn and burn projects, sure but i would makes sure that what ever budget is spent is linked to the deadline since beyond a certain point it does not make senses to tries to rank.

For a disposable project you can definitely flood a site with cheap automated links to force a quick traffic spike and cash out before the inevitable penalty hits. But keeping those rankings over the long term is basically impossible.
