I know adsense isn't a 'scam' in the technical sense, but since I planing to do adsense arbitrage I'm worried that adsense will unfairly ban me if I start to earn some money.

Also, does adsense allow page pagination? I'm asking this because adsense arb only works if you stretch out the content into different pages

There's a banned risk in adsense. The more they think you harm the advertiser the more likely you will get banned.

Could you please go into detail on how I could pose a risk to adsense's advertisers and also on how to avoid a ban?

Is it okay to put adsense ads on paginated pages (content broke down in multiple pages), I'm asking this because a similar website did this a few years ago (pubshare) and lost $1 million from adsense because 'layout encourages invalid clicks" I see a bunch of websites put ads on paginated pages but the ads running through mediation ad networks, I would love to do this instead of adsense but my arb site is new with little traffic.
 
You don't need to worry about that because you don't even start the website yet, try with some budget and see what happens, if everything is legit, adsense has no reason to ban you.

I'd love to see your journey about this, since I also interested with how to do pagination pages via wordpress, how to set canonical tags, how to set different ad severs, etc, these details especially on wordpress platform never talked extensively.
