Is adding new cpa network on affpaying got closed?

Hello mates!
i owe a new cpa network which is just some weak old and i have some quality binary , health and dating advertiser with some quality affiliates also but i am been trying and trying to add my network on affpaying but still they havent response me .why ?
Some one have any knowledge then please share.
