I wouldn't say it's legal, but I wouldn't say it's illegal either. Personally, I take my traffic accounts from the guys at Easyad.

Available payment method is little bit hard to pay but I manage all these things.

They're a scam.

They promise to have ID-verified BM accounts. But when you buy it -- they deliver some shitty account that gets suspended instantly. And it's not ID-verified.
Refuses to refund afterwards.

Super dishonest and disappointing.
