Is a shared ip vps good for running US youtube/google account? Or it needs to be dedicated?

If the allocated IP is previously abused by someone then that's not a good news whether shared or dedicated.

I would definitely get a dedicated IP. People can get up all sorts with a shared IP that comprises your account

No never. dedicated IP VPS are not too expensive. Not sure why you would go for shared.
