Is 1 follow per minute too fast?

It depends. If your account has 1 million followers then no. If it's a brand new acct and starts following 1/min you'll definitely get PVA and follow block notices.

If I do it the whole day, yes.

It's better to do it from an aged account. U can go with 1 per minute for 30 min or 1 hour then next hour u don't do anything

The question makes no sense on it's own.

Limits are not hard and fast like they were 10 years ago. You cannot just do (limit)-1 every 24 hours and be safe. You cannot do (one_tweet_every_secs+1) and be safe. Limits have moved on in complexity.

One tweet every 60 seconds over 24 hours?
One tweet every 60 seconds over an hour?

You can blast out 20 tweets in one minute if you want. But that does not mean you can extrapolate that out 24 hours a day 365 days a year.

rather than looking at limits, look to effectiveness / returns.

Beware tho there are now bot detectors on Twitter run by 3rd parties. BotSentinel and stuff like that.

It's alright, but you need to randomize it to act more humanlike.

How can you do that with precise time?
I won't suggest you do it that way.
Make it look it like manually done.

1 minute/follow has been optimal for me (not following the whole day but a certain amount per day).

I actually tested this just to make sure, I burned an account by doing a follow every 30 seconds today.
