The real providers would not be advertising online. They're more focused on landing contracts with these "resellers". Your best bet might be creating your IPTV service using a reseller and then getting big enough to where a provider reaches out. Make yourself as available as possible online so they can find you easily.

Any recommendations on a reliable reseller panel I could get?, it’s more about the quality of the service than if it’s from a provider or reseller

Not completely sure to be honest. I found many on Alibaba but whether or not that's a good place to look idk.
 
I dont understand you looking for an ISP that has 5k users in IPTV with licensing? Or you looking for someone that is uploading from either Hardware encoding or getting it from streams hacks to an iptv server. And resalling to resellers and end users?
