I don't know any specific guide but to be honest you do not need one.
Just learn how cloaking works, get yourself a solid cloaker, ad accounts, proxies, anti detect browser and learn on the go.

What's your GEO target? IPTV is a niche that performs well on FB so in terms of results you should be well served. But indeed running such ads requires cloaking.

However since this is your first time running such ads, I presume, you'll need more than 1 account as its obvious you'll have to burn a few before finding the right setup.
