I read one BST thread earlier think was 30,000 backlinks for about $100 or something.
But yea, depends on the quality, also remember, QUANTITY isn't everything.
And unfortunately 10k links don't necessarily mean traffic - you need to combine it with some of your own knowledge - you need to harness the power of those links...

Backlinks are like physical products in the real world if you buy 10,000 backlinks cheap, then they are probably going to be "made in china" quality backlinks. If you buy a smaller amount for posibbly a higher price you will get "made in germany" quality.
Of course if you dont know how to tell the difference between products you will probably get sold a crap product that is supposed to have been made in germany but really is from china;-)

backlinks give your site credibility. By having this credibility, it would most like appear more relevant than other similar page as yours. Then it might rank in google search.

In my opinion every backlink is not always good, even 100 links which have good position and authority can be more far more effective than 10K

If someone is saying you like 100K or 10K backlinks then they are definitely scrapebox or Xrumer Blast
