Iphone/Android apps along with well designed site and sophisticated user account backend

[FONT=&quot]I have been kicking an site/service idea around for awhile now (whitehat). I have contacted a couple of design firms only to find out that they are outsourcing the coding and design and then marking up the price. So I figured I would do my homework and outsource the project myself. I need to find the right designer and coder for the job and was hoping to tap the infinite knowledge of BHW for help. I really need reliable professionals and don't want to play games or be ripped off.

The following explanation is a bit simplified, but gives the general idea of what I need done.

I am looking to have an attractive site built with a somewhat sophisticated user account set up. By sophisticated I mean more custom features than I myself can program into an off the shelf membership plugin or addon (that's not saying much as I can't program).

The IOS and Android apps will interact with the user account databases to add data to the tables. Each app will essentially work as an auxiliary data input device that can add pictures and form data to the users database . In a perfect world the apps themselves would not be necessary as the browser would work fine. But there will be situations where the device has no data connection and will need to store the data locally until the app gets a positive connection ping. Once a data network is located it will sync the database tables with the site backend.

I understand how it should be made, but lack the capability to do it myself. I want to work with some quality people to get this done. I will want Nondisclosure Agreements Signed and payment for services will come from my company account.

Project to Bhw already. But you are gonna need capital and quality workers.

I realize it's seems as if I disclosed too much, but it's really nothing at all about the real underlying concept. Thank you for the advice, I will check out those places. Anyone have any idea of what this might cost to set up ?
