If there are certain accounts that you have registered using different proxies... let us say 10 accounts.

and then you have logged in the 10 accounts to modify stuff having 1 IP, would that be a footprint which could be easily detected?

Will ULTRA SURF (not sure if ultra surf works that way) or any other IP covering software work?

yes, logging into different accounts with the same IP is an easily detectable footprint, however it's another question if that site cares about it or not

ip hiding/changing softwares work of course, what a question :)

idk ultra surf, but you have quite a few choices how to hide your IP:
- firefox + foxyproxy addon or firefox + proxytool addon
- proxyfirewall
- cloakfish
- tor
- hidemyip
- a VPN solution (hidemyass, strong VPN etc.)
...

you can check if a tool is really working/you configured it right, if you go to a site like ip-address.com, ipchicken.com

Depends where you use the accounts. For example, if you're building likes off squidoo, it doesnt really matter, because google has no access to squidoo's server logs to check if 10 users are actually the same person..
 
VPN's are always a good idea. But if you are doing anything that could get you in trouble, make sure they specifically say they don't log what you are doing. Example: lolzsec hacker used hidemyass and got nailed because they keep logs.
